Under direction, supervises professional and technical employees in the development, design, construction and maintenance of public works projects.

Duties and Responsibilities:

  • Supervises staff in the development, design, construction and maintenance of public works, projects to include transportation and flood control capital projects
  • Coordinates engineering consultants, reviews, makes recommendation for changes and makes recommendation for approving plans, specifications and bidding documents
  • Prepares statements of Qualifications (RFQs) regarding professional engineering, construction inspection, construction management, and materials testing services
  • Subsequently reviews and evaluates SOQs and assists in the recommendation for selection process, scoping, and negotiation of professional services agreements
  • Reviews, analyzes and makes recommendations on accepting/rejecting construction contract bids, attends and assists in coordinating pre-bid, pre-construction, and construction meetings
  • Monitors construction contracts and professional services agreements, ensures compliance with those agreements and contracts, and processes invoices for work completed under those contracts and agreements
  • Prepares and assists in the development of FEMA Floodplain studies
  • Coordinates the review and submittals of FEMA letters of map change
  • Prepares technical reports and reviews comments regarding engineering studies, construction plans and specifications; conducts field investigations to evaluate engineering problems and recommends solutions
  • Reviews plans for compliance with the appropriate code and engineering design standards
  • Reviews design plans, project specifications and cost estimates; attends review meetings and identifies and solves design problems
  • Coordinates development of project designs with contractors, utility companies, land owner, developers, governmental agencies and the general public
  • Provides information regarding drainage/flood plain issues, roadway plans and subdivision platting to County personnel and the general public
  • Advises other Public Works sections on matters related to technical engineering issues
  • Assists with the preparation of the division budget
  • Performs related duties as required

Minimum Qualifications:
  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or closely related engineering discipline, and four (4) years' practical engineering experience including two (2) years' civil engineering experience; or an equivalent combination of education and experience
  • Must be a Licensed Professional Engineer in the State of Texas or obtain within the first six (6) months of employment
  • Must have a valid Class C Texas driver's license
  • Considerable knowledge of civil engineering practices and procedures involving roadway and bridge plan design and /or flood plain management
  • Skill in managing multiple projects simultaneously
  • Ability to supervise technical and skilled employees; ability to communicate effectively, both verbally and in writing; ability to operate personal computer, peripherals, two-way radio and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, the news media and the general public
  • Able to perform limited master planning forecasting duties for both flood control and transportation projects. These duties may include scoping, technical scoring and reviews, field visits, and resource allocations necessary to adequately program future capital projects
  • May be required to work more than 40 hours during the workweek
